Normal. The problem with any stone countertop is that there will be, on most slabs, some type of "natural characteristic" that looks like a flaw. When re-doing my kitchen, I was present during the templating process so I could tell the fabricator to avoid a section of the slab with one of these "natural characteristics".

A friend of ours didn't do this with the kitchen counters for her new construction house. As a result, there's a huge round piece of quartz that looks like someone set a bottle of leaky bleach on her counter. The rest of her counter is black (Uba Tuba, I believe) so it looks really terrible.

Your recourse is to have the counter re-done.

While that appears natural, it also seems to be from natural rust. This may get worse and appear in other areas.
