Might be a check valve.

Try blowing through it from both ends. If you can blow through it in the same direction as the arrow but not against the arrow, a check valve it is.

I can't blow through it from either side it has a spring loaded plunger in it ?

Very likely a check valve designed to operate at higher pressure than you can blow into it with.

Look for a pair of lines that are open ad separated by the length of the piece you found (+/-).
