Caulk at Plane Change - Authority?

Hi,

Is there an authoritative source that I can point my contractor to regarding the need to caulk (and not grout) at a change in plane? I've been told by two local county inspectors that this is the industry standard, but I cannot find anything **in writing** about this other than questions/answers on websites (e.g., answers posted by Mongoct and Bill Vincent -- thanks!).

Our contractor grouted at all changes in plane in our renovated bathrooms. Those areas are now cracking, some severely. We are working to get this fixed, and I would like to refer to a written, authoritative source instead of just telling the contractor this (as he isn't taking my word for it).
