Shower Door Weep Holes?

My MB shower is steam shower. The shower glass and door are framed and there are weep holes in the lower portion of the frame.
I needed to remove the silicone caulk and put in new caulking. When I was working at one end, and removed the caulking I found a bit of water. My guess is it comes in via the weep holes. The shower had not been used for a good week, so I was suprised to find any moisture.

Now that I need to re-caulk, I don't understand the purpose of the weep holes and where the water that goes into those holes is supposed to come out if it's caulked. There was no gap in the caulking to allow the water to come out. Am I supposed to leave a gap somewhere for the excess water to come out?

I don't want to recaulk it wrong, but was it even done right the first time by the installer if I found water in part that was sealed?
Why would you want weep holes in a steam shower?

Thanks! I am trying to do this repair myself and I'm at loss on where to caulk.

Since my sill has a crack in it - I did think that maybe this is the time to have someone replace the sill - but, is that a huge job and mess?
