Plastic vapor barrier under house

Had to have new plastic installed under house because I accidently flooded under my house while draining my pool.

Original barrier covered entire ground. The new plastic the exterminator put doewn does not go all tje way to the foundation (they left about 12 inches around the edges. They said they did that to allow moisture to come out of tje plastic and then go back into the ground.

Which installer was correct the one that covered all the ground clear up to the foundation walls or the one that installed the new plastic and left 12 inch space around the edges.

They said if I did not like it they would come back and fix it.

I take it this is a crawlspace. In that case, the original installation was correct--cover the ground with min. 6 mil poly and seal it along the foundation walls.
