Wall and floor joint

Should I do anything to prepare the wall and floor joint if it has not leaked? Should I re-caulk any area that the caulk is worn and/or should I seal that seam with Drylock?

I have used Permaquik 300 mortar to make coves on the exterior wall on new construction. If there's no sign of problems, I wouldn't bother inside. Caulking will not work.
