Preventing flooded basement help

exterior basement stairwell solution?
I own a house in Ct with an exterior basement stairwell that runs parallel to the south side of the house. There is a drain at the bottom of the stairwell but in heavy rains it backs up and water enters the basement through the door. It is also a problem when snow accumulates in the stairwell. I am looking for some sort of hatchway system for this type of stairwell but all I can seem to find is the more conventional type for stairs that are perpendicular to the side of the building. Any suggestions?

Check out the drain. Where does it run to? Ideally, it should tie into the house drains, but probably doesn't. It may just need cleaning out. Or it may not actually be connected to anything.
