Water coming up basement drain after rain

I am having a recurring problem... I am having what appears to be clean water come up my basement drain approximately 4-8 hours after a long, hard hard rain. I do live in an area that has a high water table.

The sump pump ran during the rain. It is not running now (does have power).
I had the basement floor and backyard dug up several years ago to clear out roots, broken tiles, pipes, etc.

One more piece of info: when I do anything with water upstairs (main floor), I hear echoes in the other drains.

The last time it happened about a month ago, the water receded in about 2 days. It has been 4 days, although there were on and off showers all day yesterday, and the water has only gone down slightly.

Help, please!!!

Where does the basement drain go? A municipal system? Septic tank? Cesspool? (If any are still in use.)

And are you sure it's not coming up around the drain, but not from the drain?
