Electric heat radiant mat

Hello, I am trying to decide how to do our basement concrete floor. One room is a workout room and one a laundry room. One room I will use as a foster room for kitties. It needs to be easy to clean and warm. Tile would work great but it is so cold so I was thinking about putting one of heat mats down under the tile. Has anyone here used that? My concern would be if, in a couple of years, the mat quits working?

Or that rubber tile flooring would be great but can you use the heat mats under that? Any other ideas would be great. Thanks.
