I HAVE A ESTIMATED 25 YEAR OLD BRICK HOME WITH BASEMENT. CENTRAL H/A ON BOTH LEVELS.BASEMENT HAS NOT BEEN FINISHED YET.MY DAUGHTER WANTS TO FINISH OUT A BEDROOM IN THE BASEMENT. THE CONCERN I HAVE IS, WE HAVE DISCOVERED THE WALLS HAVE BEEN LEAKING WHERE THEY JOIN THE FLOOR. THEY WALS ARE BLOCK NOT SOLID.WE HAVE PUT DRY LOCK ON THEM.I DO NOT KNOW WHETER TO LEAVE THE WALLS CONCRETE OR FINISH THEM OUT WITH DRYWALL.THEY PREVIOUSLY HAD PANELING ON THEM.1/2 THE BASEMENT IS UNDERGROUND. SHOULD ALL WALLS ALSO BE INSULATED. I AM JUST CONCERNED THEY MAY LEAK IN THE FUTURE. ANY SUGGESTIONS WOULD BE APPRECIATED.

Often people have a problem with there eyes so they write in capitals. Writing in all capitals is read as shouting.
Not sure that is what you intended but that is how it is viewed.

First you have to fix all the water issues. There's no way around that.
