Possible to Stop Leaks Externally?

Our basement does not leak every time it rains, but if we have a substantial rain it does. The basement is finished and we have had a contractor come out and he wants to fix internally--involves breaking concrete etc. We had the same problem at our previous home and had it fixed internally this same way, but this was before we finished the basement. I know this is the ideal way to repair, but I really do not want that mess--pulling up carpet and breaking tile floor. We believe it's just one area where the water is coming in. There is a window and a drain pipe where the water comes in. Hubby seems to think we need a window well. My question is can leaks actually be fixed from the outside?
