Best practice to insert rebars in concrete footer

I'm building a house on a slope in Ohio. It's a 2-story house with poured concrete foundation. Footers done last week, but I didn't see any vertical rebars (used to tie the foundation walls to the footers) sticking up as my house plan specification says. I talked to builder and was told nothing was missing, they will drill the footers later and insert the rebar pins. I've see many pictures (like the one attached) that contractors just insert the rebars when they poured the concrete footers. My builder said they insert later for safety reason. I've seen pics that no rebar pins on footers posted, not sure if their builders just drilled afterwards too. Not sure if it's common and best practice. Anyone has any insights on this? I just want to make sure it's not my builder taking shortcuts on building the house. And they even said the county inspector won't let them go next step to put on the foundation forms if no rebars sticking up in footers. Thanks!
