Is this Efforvescence or White Mold?

I recently found some yellow mold on a particle board shelving unit unit in my basement. I believe this was from not running the AC or a dehumidifier during the summer.

Upon further inspection of the basement I noticed this white powdery substance that's on one of the 2x4 beams of my staircase.

Can anyone tell if this is Efforvescence or Mold?

The strange part is the other wood around it looks ok.

Efforvescence? As far as I know, there is no such word.
Effloresence can occur with masonry and concrete. The fungus you see is caused by relative humidity of greater than 50%, probably 60% or more. Clean it off and keep the relative humidity at about 50% to avoid a repeat.
And no panic-- fungus is EVERYWHERE. Just keep the conditions unfavorable for it to grow.
