Insulating Basement Ceiling???

Our home is about 24 years old. The unfinished side of the basement has insulation in the ceiling. Parts of the ceiling insulation are starting to drop and/or fall out. I am wondering if I should replace the existing insulation or just remove it all together? Is it necessary to insulate the ceiling? I find it collects a lot of dust and cobwebs etc. What would you suggest or do???

There's no reason for insulating a basement ceiling except for noise abatement. And fibrous insulation by itself is virtually useless.
