ideas on securing / insulating basement wondows

I have the typical basement window set in concrete. Maybe a foot high and two+ foot wide. They are typical cheapie type windows, they do slide open and have a screen. I was wondering what might be a good way to better insulate them for the winter? I also was wondering what I might do to better secure them against Joe Burglar coming along, kicking them in and gaining access through the basement?

Hinged security bars are the best you can do. But even then, a battery-powered Sawzall will make quick work of them.

Bright lights at night and no covering shrubbery are as important as any toughening-up measures.
