Basement floor - paint or seal?

I have an old, unfinished concrete floor (1940's?) in my basement that I'm looking to seal or finish in some way - mostly to keep the grit and dust down. (It's old and crumbly and grit comes back quickly even after I sweep it). We do get some moisture in the basement, which a dehumidifier mostly manages, but we aren't looking to use it as a finished space. Could I just paint the floor? Is there a special paint to use? Or would I be better off trying to seal it in some way? I've heard waterproof sealers can bubble if moisture gets under them, and there's definitely a chance that moisture would do that.
