Paint Basement

We have a dry unfinished basement; may be 750 sq ft. It has poured concrete walls. It gets a bit chilly in the winter, say 55 degrees at the lowest, otherwise its in the 60s. The AC guy said adding a register off the heat pump likely would not make a huge impact temp wise. We could add an Anderson ceiling tiles to the ceiling. Would this make it warmer? Also, we want to dress it up down there. I could paint with regular stucco paint ($10 a gallon) or something with a water sealant (Dy Lok) for ($20 a gallon but with less coverage)

Paint wise, does it matter? The guy at HD said the Drylok would actually lock out a lot of the water / air that permiates from the outside and may raise the temp a few degrees......opinions..?

We found that the Dryloc made an immediate difference. It did make the walls warmer. It also improved the texture of the walls as well.

did you need two coats? How much did the gallon actually cover?
