Paint Basement

We have a dry unfinished basement; may be 750 sq ft. It has poured concrete walls. It gets a bit chilly in the winter, say 55 degrees at the lowest, otherwise its in the 60s. The AC guy said adding a register off the heat pump likely would not make a huge impact temp wise. We could add an Anderson ceiling tiles to the ceiling. Would this make it warmer? Also, we want to dress it up down there. I could paint with regular stucco paint ($10 a gallon) or something with a water sealant (Dy Lok) for ($20 a gallon but with less coverage)

Paint wise, does it matter? The guy at HD said the Drylok would actually lock out a lot of the water / air that permiates from the outside and may raise the temp a few degrees......opinions..?
