wood foundation

I recently bought a home with wood foundation in Michigan. I tore out a section of the drywall and insulation in the basement in order to reroute the sump line. Since then I have noticed that the plywood in direct contact with the ground has wet spots on it - mostly along the bottom six inches. I believe this problem is caused by a high water table in the area. Is this something that I need to address immediately? Wood foundations usually have drain tiles around the perimeter don't they? Could these be clogged? My sump pump runs every two minutes or so.

Thanks!

Pete
