Insulating cold water pipes

How important is it to insulate cold water pipes in the basement when having it finished? I know it is supposed to prevent condensation and moisture problems but my contractor does not seem to be doing it. Will I have mold problems and/or water damage in the future if this is not done?

Without pipe insulation, water will condense onto the cold pipes then drip onto the ceiling. Eventually, you will be able to trace your cold water lines by the brown markings on your ceiling. In my area, 1/2" foam pipe insulation runs .90-l.40 per 8' section.
