wet basement/drywall

our condo is half way lower than the surrounding soil, we discovered the gutter drained towards the corner of one of the bedroom. the base board and dry wall is wet, we removed the base board and cut the dry wall about 10-inches up. soil and the insulation material fell inside the room and the corner wood part is rotten. don't know how long has the problem been existed. We don't know will the HOA will take care this problem since it may be the problem of the foundation. What should we do now to cure this problem, please help.

The exterior and foundation are common elements of the condo corporation. How you get the corporation to address repairs depends on the law in your jurisdiction.
