Please help! We just can't decide...

Our house was build in 1959. I would not be surprised if the tile in the basement was laid in the 60's. We have already removed the carpeting that was placed over the tile and cannot decide what flooring to use in a remodel of the basement. Occasionally we will have a little water in the basement if we have a very wet Summer. We run a dehumidifier in the Summer time and empty it almost everyday. We do not want to pull up the tile since we are not sure but suspect that it is made with asbestos.

What would be the best flooring product to place over the the tile? We have looked into rubber flooring, peel and stick tile (doesn't sound to promising) but really don't know what would be best.

Any advice would be greatly appreciated.
