Well, I have a bunch of 18" cutoffs and I figured why not trim them down and put them to use in the framed walls in my basement before drywalling.....ie use them as firestops. Is there a desirable height they should be put at...the walls are a little over seven feet tall.....

Every 8 feet. Firestops are used in balloon framing to stop the fire between floors. In convential framing the top and bottom plates are the firestops.

Well vertically speaking, my top and bottom plate are 7.5 feet apart....I do not need anything horizontly in between?
