Dampness on walls of new basement

About 3 months ago we moved into our new home that we had built. We have a cement block basement. Having just gone through an unbelievable 2 week stretch of rain, we've noticed a problem in the basement. While the floor of the basement is dry, the block walls have several areas with dark, damp spots. We've even noticed a very tiny area of a fungus, we believe, forming on some of the damp blocks. We had great masons who came highly recommended. They waterproofed the basement. What can we do to help correct this problem before it gets any bigger. The budget is really tapped out after building the home so we're hoping for an inexpensive way to correct this. Any help would be appreciated.
