If you are anticipating adding a bathroom, wet bar or laundry area in the basement you should check the elevation where the house main drain exits the structure.

If the drain is below the basement floor you should be okay, but if the maindrain exits through the wall above the floor level you would need to install a sewage ejector pump system.

To install a sewage ejector pump in most cases it requires a 4" diameter main drain, and the cost of the pump system will add another $1,000 to $1,500 to your project.

Depending on your layout you may be able to tab into one of the main stacks coming down from the upstairs. I did this very easily for my wet bar sink took about an hour. Didn't even have to cut any PVC as they sell adaptors for it at HD.

Toilet however, would require busting up the concrete unless you want to do something like this...

I hate to be the one to inform you..but if that stack is servicing a toilet on the upper floor it is a violation of code to tap into it in the manner you describe.

He has to be referring to an upper floor. The point where he tapped in is in the basement. Understanding that he needed to make a connection in the basement it stands that none pre-existed thus the line is comming down from the floor above the basement (an upper floor). You may not connect a waste arm into a vertical stack downstream of a toilet.

It could be done but it would require creating a vented horizontal branch line then attaching the basement fixtures to the vented branch line.
