help with basement flooring decision

we are finishing our basement. am presently decided on half carpet and half resilient tile. now wondering if i should use tile all over and put some area rugs down?? any thoughts?

do not live in flood zone, but musty smelly carpet is in the back of my mind....

We have taken up our carpet and am in the process of having tile installed.
