Would adding vents to help circulate air behind the walls work for those people who only have studs and drywall with no form of vapor barrier? Spaced around the basment with grills over them and even a small exhaust fan pulling or pushing air in the open space (If it was studed 1-2" off the foudation).

If you're in a cold climate, the cost of ripping off the drywall, insulating and re-drywalling will likely be recouped in a few years. Otherwise, leave your walls alone and use a dehumidifier in warm months to keep the relative humidity below 50%.
