Basement floor removed and holding water

We are looking at purchasing this home and we get into the basement and find that portions of the floor has been removed and is now holding water.
My question is why was this done, and how would this be fixed?

That looks like new drain plumbing that may have been put in to replace the original, or has there been some remodeling? The concrete floor had to be opened up to do the plumbing, and they didn't get around to finishing that part of the job.
If there is standing water where the floor is cut away, there is probably also a need for a sump pit and pump.
