Insulating mechanical room ceiling

I have a mostly finished basement in my new home built 2 years ago. One area that is unfinished/unheated is a 7'x7' mechanical room in the back corner. Directly above that mechanical room is a small home office with tile floor that we find cooler than the rest of the house - especially the floor - during our OH winters. There's definitely heat duct blowing into the office similar to other areas of first floor so I'm guessing it's because of the unheated/non-insulated mechanical room below. I know insulating just the ceiling of basements is usually considered ineffective, but was wondering if it might make sense in my case. Any other suggestions to how we could keep the office consistent temp wise with the rest of the first floor?
