Protruding Rebar in Basement

Hello,

We recently bought a 25 year old house. In the basement, you can see about three inches of rebar protruding from the concrete slabs every few feet.

1. Just curious why the builder would leave them sticking out like that in the first place.

2. Is it ok to cut the ends off, or will that cause cracking or rusting in the concrete?

3. If it's ok to cut the ends off, what's the best tool that will allow me to cut flush with the concrete?

4. If I do cut the ends off, should I use epoxy or concrete over the cut ends?
