Painting won't reduce moisture. A dehumidifier will. If you do paint, use concrete paint, as it is formulated to let water vapour through. I always paint the floor as it keeps the dust down.

So (especially) if there is some climate control in the basement you would paint the floor and not the walls? I mean, you paint the floor to keep dust down, but there is no reason other than aesthetic to paint the walls?

Painting it a lighter color than the blocks does tend to 'brighten' the room.

Basements often have limited natural light and lighter colored walls can help with limited overhead light.
