Necessary to Paint Concrete Block and Floor?

Hi. I've seen a lot on the web about painting your basement, but very little on whether you SHOULD paint it. I have an older basement which is cinder or concrete block and concrete floor. This area is painted. We rebuilt the house and added another section of basement about 25' long and 8' wide. There is a doorway type opening from the old basement to this new construction. It has that 1" gap around the perimeter of the floor, a french drain and a sump. My water softener and central vacuum are in there, and the ceiling has spray foam insulation.

We are going to put storage racks in this area and won't be finishing it off. Is it generally considered a good idea to paint everything to reduce moisture, or not? Of course I'd prefer just to put the racks in and be done, but I don't want to find out later that I should have prepped the room while it is still empty.
