Can you paint DRYLOK over existing paint?

if the poured concrete was was painted years ago with a masonry paint, can you paint DRYLOK over that? We have no moisture issue but the walls need a new coat of someting and I thought I might as well use DRYLOK to take advantage of its sealing properties....not that we ever had a flood or water come in. Still, folks claim using it makes the basement less damp and warmer in the winter....????

It should be possible to do that. I have not personally done that particular painting sequence. Lots of folks do not really think through the long-term implications when they apply a first coat of paint. I do believe that the end results regarding dampness and water intrusion will not be better than those provided by the original coat of paint.
