help! did dh make a big mistake? Asphalt tile

We have an house built in the 1960 with old asphalt tile in the basement. We were advised to simply leave the tile and put the new pad and carpet over the tile....However, DH wanted all the "old" stuff out of the house and unbeknownst to me he to decided to take the tile up. He was able to get most of the tile off the floor without breaking the tiles so hopefully the likelihood of asbestos being released is small. Now we are left with the black tar substance all over the basement and it REEKS down there.

So, what do we do? Do we now have to try to get the black adhesive off the ground, and if so how? It is pretty level and we intend to put carpet down. If we leave it on there will the smell continue to seep through the new carpet and will we always smell the tar? Oh, and he did half the floor so there is still some tile down. Should he leave those or get the rest up? He was worried about seems and lines coming up through the new carpet.

I wish he would have just left it alone and now has opened a whole new can of worms. Any advice or suggestions would be much appreciated. Thank you!
