Concrete Floor in Basement

We are renovating our basement. We took up porcelain tiles and are replacing it with tile and carpet. We are planning on using 18" tile. Some areas of the concrete are uneven due to the removal of the previous tiles. What is the best way to even out the concrete prior to installing the tile? Someone suggested epoxy. Also, it has been suggested that we use smaller tile so less imperfections show up. Any suggestions?
