| call the public affairs guy (not 911) at your precinct, and ask to meet w/ him. Ask him how to document the pot smoking, and how to participate in establishing the evidence they need that would get this guy arrested. Also, this guy's landlord is not the condo--it's the condo owner. Ask the management for an address to contact him, and let him know what's going on. And, the next thing you can do is run for an office on the condo's board of directors. Then you'll have a better chance to get the ear of someone who can do something. Or, try approaching, individually, the condo board members, and explaining the situation personally to them. The other thing you could do, presumably, is establish the evidence about the noise using a decibel meter and a video camera--shoot footage that shows some external way to establish the time (clicking through some channels on the TV, maybe?), footage of the decibel meter operating, , etc. |
