Loud druggie neighbors- help!

I live in a complex that was converted to condos. I bought one a year ago and have been happy here until 3 months ago when a man in his mid to late 20s decided to rent the apt next to mine. He has many people over daily until the early morning hours. He is extremely loud, playing rap music that shakes my walls, often until 4AM. Has even been as late as 6AM. He is also a heavy pot smoker. My apartment fills up with smoke and has been greatly exacerbating my asthma. I hear him talking about dropping acid. This happens about 5-6 nights a week. I get no sleep and can't breathe. I have lost roommates because they can't put up with the noise and pot. I have called the police numerous times. They don't come most of the time. The times they have come, they tell the man to throw the pot in the dumpster. I have called the condo association and they have been useless. Does anyone know what I can do?

Have you talked to the person who lives on the other side of him? The person under him? The person above him?

If you all get together the condo association will have to pay attention.

The police tell him to throw his pot away? Get that on tape and keep going higher until that/those officers get in trouble.

call the public affairs guy (not 911) at your precinct, and ask to meet w/ him. Ask him how to document the pot smoking, and how to participate in establishing the evidence they need that would get this guy arrested.

Also, this guy's landlord is not the condo--it's the condo owner. Ask the management for an address to contact him, and let him know what's going on.

And, the next thing you can do is run for an office on the condo's board of directors. Then you'll have a better chance to get the ear of someone who can do something.

Or, try approaching, individually, the condo board members, and explaining the situation personally to them.

The other thing you could do, presumably, is establish the evidence about the noise using a decibel meter and a video camera--shoot footage that shows some external way to establish the time (clicking through some channels on the TV, maybe?), footage of the decibel meter operating, , etc.

The police tell the guy to throw the pot in the dumpster?! I've never heard of such a thing. What city do you live in?

Get your association to not allow tenants. It will decrease everyones value slightly but increase your enjoyment immensly.

Video tape is great for stuff like this.
