She might have had a family emergency or some such thing. Give her the benefit of the doubt; if she doesn't respond within the next day or so, I'd send a note. Be pleasant -- don't assume she is out to ignore you unless you have concrete proof. And you're right, this isn't an emergency. If you had a flood or no water or some other catastrophe like that, it would be a different story.

I also wouldn't wait for her call--it's not an emergency. Just go about your life; nobody should be home waiting for her.

Play phone tag as fairly and diligently as possible.
Time your calls to try to reach her; tell her when you'll be home most days (evenings, whatever).

Since it's a non-emergency, I'd give her a week to respond to you before you get more insistent. In that first week, maybe I'd call every 4 days. After that, I'd call more often.

If you have a big party coming up and really, really want the DW, call more often, and tell her about that speed-up in your needs.

I've seen dishwashers in apartments connected to a wall switch, similar to a garbage disposer. Check if there's a switch on the wall, perhaps by the sink, that needs to be turned on.
