Kitchen sink

Intervention at my neihbors condo. His moen exploded and flooded his place. We had to break the lock to stop it and clean up. Must be neiborly. I live next door and already had water damage from the privious owner, water under wooden flors traveled to mine, had to replace entire floor.

He has a cable driven drain valve. We think that it was part of the problem. The sink was full, and for he life of us could not get sink to drain. It could be a stubborn clog, but I am seriously suspecting the drain mechanism.

Anybody seen this type of mechanism? who makes it ? and are potential law suits in the picture.
