It sounds like you may not have power. Did you call Viking and ask about an internal reset or fuse?

You apparently haven't noticed any burning material odors or a tripped breaker which is good. Suggest leaving the range double circuit breaker in the off position until the tech can look at your range.

There are a series of cutoff switches on a dual fuel oven, it could be any one of those has shorted out. The switches are pretty cheap, but labor can be expensive because they are mounted in the range, and can't be accessed without taking it apart. There is no GFCI as far as I know. There is probably a wiring diagram on the back of the stove, but I would not mess with it unless you are pretty familiar with wiring.

I'd be looking to replace the range.

Barryv's suggestion to have the internal overtemp breakers checked is a good one, but, because there is no electrical to the stove, at all, I suspect that the problem may be further upstream. I would check a couple of other things first.

If you have not already done so, switch the breaker all the way off and then switch it back on to be sure it is fully engaged.

If that does not (or did not) fix things, I'd switch off the breaker, pull the stove and check the cord and connections. It has been twelve years since you installed the stove. The back can be the land that time forgets. Might be a loose cord connection at the stove, something wrong with the power cord (check continuity) or maybe something broke or failed in the 240v outlet (pull the cover and check the wires and contacts.)
