I think it is a bad motor capacitor, but check rear rollers (if you have them), they should turn easily. Another possibility, seized idler roller or a bad spring.

If machine is more than 5 yrs old and motor is bad I would replace unit as a bad motor will cost $200 to replace more than likely for the part alone.

The belt is on wrong and the idler pulley is not creating enough tension on the belt to keep it from slipping on the motor pulley.

Google your brand dryer and dryer belt. If you click on images you will see how it is supposed to go on.

BTW this is very common for a novice to not get the idler pulley in the right place on the belt.
