Yes they look to be brass. Some one did take a hammer to them, but this isn't what you call "Hammered" or "Hand Hammered". Hammering is a method of shaping a sheet of metal, it is hit with a hammer to make a bowl, for instance. It creates the characteristic dent marks. Hammering is an old technique and was popular at the turn of the century with the Arts and Crafts movement, which is undoubtedly what this seller is trying to convey. The urn shape stem is not an Arts & Crafts motif.

Someone has taken a pair of brass, turned or molded candle sticks that were perfectly fine, and made the hammer marks all around to imitate hammered metal. It is very unlikely that this was done at the factory.

I doubt very much that the age would affect the value. If there were markings, that would help. I doubt that the weight is that terribly unique to a period. I am not an expert on metal candlesticks, but I have seen my fair share. If I were playing for the win on Jeopardy, I'd guess 1955-1965, based on design, but I wouldn't be surprised if they were made in India in the 1970s.
