Finger bowls?

I would guess salt. I have tiny cut glass bowls that my grandmother used for salt that are just about that size. They have tiny spoons to serve the salt. I guess they were common before salt and pepper shakers became the norm.

Salts make more sense. The measurements didn't register with me - even though I have a few examples in my china cupboard.

Yes, salt cellars. I still set a formal table with them.

Salt and pepper cellars. Probably not antique.

It was very traditional for the liners for sterling salt cellars to be cobalt blue....don't know why, but it was. Do you have the rest of the silver they were set into? Sterling salts had to have a glass liner or the salt would eat the silver....for some reason they were most often blue.
