What is this weird old piece? A Screen?

What exactly is This?

Im guessing it was probably made in the late Victorian period when asian influences were en vogue... With the complex hand cut joints used to build it, I wouldn't be surprised if a Chinese or Japanese carpenter made it.

There are wedged, mitered through tenons for each rail, and the four corners are a cross between mitered lap joints and through tenons. The complex pattern in the center is also lap jointed at each t shaped intersection.. who knows how long that took the maker to do that pattern...

So, What is it, where is it from, and when was it made?

One more observation... i think the carvings on the top panel were added on at a later date by the same brilliant person who tried to patch the rest of thing with wood putty...
