Sand it....spray it with water....pile on some kleenex and keep wet....and wait, Should rust in 24 hours....unless it's galvanized.....and in that case.....too bad.

Spray it with rust-colored paint?

Dilute acid will rust things faster than plain water.

I would clean it with soap & water if it looks like any kind of oil might be on it, then a good dose of saltwater should help. Varies by area-where I am anything will coat itself with rust in a week or two.

Sand a bit and then use a salt strong salt solution.

If it happens to be galvinised metal, you can carefully dip it into meratic acid and that will instantly remove the galvinsed coating and it will rust quickly too. Be careful and follow the label directions. You can buy meratic acid at any good hardware store or paint store. Rinse off the acid with plenty of water. Oh and use it outside, as the fumes are nasty.
