Antique brass female figurine?

Hi there, this is my first time posting, so I'm hope I'm doing all of this correctly.

I work in a recycling facility (scrap yard) and we get a ton of amazing items all the time. Just last week, someone brought in some scrap brass and we came across a female figurine. She's not nude and I don't think it's meant to be offensive, but it looks rather old and the owners and I were trying to do some homework on it.

If you go to a lot of sales and shops....you see a lot of amazing stuff get sold!

I definitely have seen those before!
I did a little more research and the name for the boot jack is "Naughty Nellie"-they seem pretty popular on eBay and lots of information online.
