Not sure what you want to know exactly. Value -I'm the last person to know, I always think chandeliers are over priced.

1. Have these been cleaned at all by you or previous owner, as in polished or spritzed with windex and just buffed over the surface because I see two colors and can't determine from the photo what is causing that. A strong enough magnet will have a slight attraction to copper.

2. You say it's an alloy, but from the colors it looks like silver plated copper that has been polished to the point that the copper is showing though or silver tarnish. Is it plated? is the metal the same color in the inside as outside? Would there be a copper plating then silver over that?

These look to be early 1920s or just before. Made in the style of late Louis VXI, or even more like Directoire (the bell shaped base (some bases in this style are more predominantly bell shaped), pine cone finial on the bottom, fluted horn with a curl at the base, the incense-burner feel of the hanger that looks more like the hanging lamps from Pompeii)

The core metal is silver color and slightly magnetised by magnet.it is plated by some golden material like brass I would guess, but the plate is gone in some areas showing the main silver alloy..

the arms are the easy part to clean, and it shows. the original plating has been polished off of them. also a red primer is used if it's plated.

I don't think so; the discoloration is in the low spots, no brass showing through the high spots. It's either just dirty, or it was silver-gilt and the gold survives only in the valleys.
