Carefully test the base - there were some wonderful statues carved out of really pure, dense salt and they can't be cleaned. It might be alabaster - that's easily etched - or "parian ware" which is a ceramic (but usually cast and hollow).

I'd try plain water first on the underside of the base, to make sure nothing dissolves. Then a mild soap and water with a very soft cloth, cotton swabs and cotton-tipped swabs. Rinse and dry with more soft stuff to prevent water marks.

Before wetting, I'd first try a cool blow dryer to rid of the surface dust.

I have loads of luck getting out dust in tiny crevases by using a can of "air duster" like I use for my computer components.
