The little Queen Anne feet make me think it is ca. 1920. There's no way to know who the maker was if there are no labels. The decorative wood appliques on the drawers are unusual -- I don't think I've ever seen a chest where they are on every drawer. They are also a little large for the width of the drawer. Is it possible they were added at the time of refinishing?

Value depends a lot on your market. Oak is not currently very popular, but it looks like a sturdy piece, so it has some inherent value. Are you sure it's oak, rather than either ash or chestnut, which can resemble oak?

Circa 1890.
I also found a washstand for sell on line in Tulsa
Ok with the same appliqué and they also call it Victorian.
I don't know much about it but I like it whatever it is.

Too bad it's not chestnut -- that's much rarer than oak.
