What a fabulous piece! I can't offer any help with identifying, but I can offer to give it a new home if you decide you don't want it anymore.

You often have to use a good light and a magnifying glass and search every square inch of the fixture for a teensy mark.

We just rewired it (old cloth wire and also had a gas line to it in the old ceiling) cleaned it some, without ruining the old patina, and hung it back up. I absolutely love it!!! There were only a few original fixtures left in the house and this was my absolute favorite!!! I thought it might be a Sheffield fixture. The areas that look like enamel are actually copper sheets on the interior of the fixture. The same cutouts were used on the bells, as well. It's quite beautiful!
