What is this brass figurine please?

Hi My son always picks up unusual things and bringing them home. This one has me beat. It has a screw on bit on the bottom. Considering how well made it is the screw on bit does not fit very well, its wider than top.
On the screw bit and also at bottom of figurine is imprinted XIII.
Its 3" high and very heavy. If one looks close its very dirty in covered bits. and extremities are worn a bit.
Any help dating this would be great...
