Are there any marks on the bottom?

Hard to tell era - it looks like 1880s-1920s based on the elaborate medallion

Here is a bottom picture. Its hard to tell if it is an inscription or something from the patina.

Is it glass or ceramic? I can't tell

The most striking characteristic is the top edge ... scan pottery or glass sites until you see who made items with that style edge.

It's "silver mounted", the edge style is called "crenellated" (like the tops of castle walls)

So it's "brass mounted" glass of some sort ...

there were so many makers it's really hard to ID anything that isn't marked.

Looks like it might be Bristol Glass.
